The virtual graphics driver did not support 16-Bit color depth (only 4,8 and 32) so Zeus could not switch to a display mode using 16-Bit. The game use screen resolutions in the 4:3 format so if your monitor is running at 1440*800 the highest screen resolution the game can use is 1024*768 as it can't use a resolution higher than what the monitor supports, neither on the X nor on the Y axis.

If the VM you use has a virtual BIOS, try lower the RAM for Win98 to 768MB which is the highest amount usable by that OS. This can be caused by not using the correct drivers but might also happen if the computer has more RAM than what the OS can handle. Regarding the black screen flicker then it usually means the game can not get initiated when loading the graphics driver. I've never used a Virtual Machine (VM) myself but are you not required to install all correct drivers too on the OS that is installed in the VM? I could imagine that being a problem on Win98SE as driver support for that OS has not existed for several years.
